If one were to import from Japan, the vehicle may not even meet the regulations (both European and Norwegian ones) in order to be conceived as road-legal. This basically means that it's nearly impossible nowadays to register a JDM car (mostly because of its right-hand steering wheel placement) for road use and receive license plates in Norway. Germany however, has laws more similar to the Norwegian ones (although still laxer), which corresponds to import laws and in turn makes it easier to import and register for legal road use here in Norway. Regarding your other questions some other users may fill me in.
